As a part of its transformation from paper to electronic processing, VA has established two Claims Intake Centers for consolidated receipt of paper compensation claims and related correspondence. Beginning Monday, February 9, paper claims and supporting documents should be sent to these centers, where they will then be converted to electronic format for processing. Paper compensation claims and associated mail sent to any of VA’s 56 regional offices nationwide will now be forwarded to the Claims Intake Centers.

Veterans living in the following locations, who are filing paper claims for disability compensation, should send their claims to the Claims Intake Center in Janesville, Wisconsin:

  • Alaska, Arizona, Arkansas, California, Colorado, Hawaii, Idaho, Illinois, Iowa, Kansas, Louisiana, Minnesota, Missouri, Montana, Nebraska, Nevada, New Mexico, North Dakota, Oklahoma, Oregon, Philippines, South Dakota, Texas, Utah, Washington, Wisconsin, Wyoming

The Department of Veterans Affairs (VA) remains committed to improving quality and eliminating the compensation claims backlog in 2015. Although VA recognizes that some Veterans may not be able to submit their claims electronically, we encourage Veterans who are able to submit their disability claims electronically through eBenefits or by fax.  Veterans Service Organizations and other VA-accredited representatives are available to assist Veterans with their claims, including filing a Fully-Developed Claim (FDC).  Electronic FDCs are the fastest way for Veterans to apply for benefits and track the status of their claim. Frequently asked Questions

Why is VA consolidating the intake of claims?

Consolidating the intake of claims and associated mail will make the claims process for Veterans who apply for benefits by mail more efficient.  Under this initiative, the beneficiary sends compensation claim-related mail directly to the Claims Intake Center, which will scan and upload the mail into the beneficiary’s electronic folder for processing.

How does this initiative help Veterans?

By sending compensation mail directly to the Claims Intake Center, the Veteran will reduce the time it takes the claim to reach a claims processor and assist VBA in eliminating the compensation claims backlog and improving quality.

How did ROs process mail before this new process?

Decentralized hard-copy mail was sent to the nearest regional office (RO) via standard carriers. After arrival at the RO, mail was date-stamped. After date-stamping, mail was sorted, established and forwarded. Finally, claims assistants prepared and shipped mail to the scanning vendor.

What happens now when a Veteran sends a paper claim to a regional office?

The United States Postal Service (USPS) will redirect compensation claim-related mail sent to an RO to the Claims Intake Center. 

What will happen to VA mail room employees?

Mail Clerks will be reassigned to new positions, at the appropriate grades, that include a variety of tasks supporting claims processing, as well as the RO in general.

How can Veterans avoid the additional time it takes to scan a claim from paper?

Filing a Fully-Developed Claim (FDC) electronically through the joint VA/Department of Defense online portal, eBenefits, is the fastest way to apply for benefits and track the status of the claim.  Veterans can also get help from Veterans Service Organizations or other VA-accredited representatives when submitting either an electronic or paper application.

If the new process means mail goes directly to the Claims Intake Centers that are primarily contract operations, what oversight mechanisms is VA implementing to ensure the accuracy and quality of the processing by scanning contractors? How do you make sure Veterans’ claims paperwork isn’t lost or mishandled?

The process remains the same as the existing scanning process, which involves the safeguarding of Veterans’ records as they’re received from shipments across the nation.  

Why is this limited to compensation claims? What about pension mail?

VA is beginning with the compensation program, as electronic claims processing is an important component of VA’s plan to eliminate the backlog.   VA plans to include other business lines, to include Pension, Loan Guaranty, VR&E, and appeals in the future.
